What is a DIC claim?
In short, "DIC claim" is the abbreviated version of VA Dependency and Indemnity Compensation (VA DIC). VA DIC is a tax-free, monetary benefit provided to family members of Veterans who lost their lives in the line of duty or from a service-related injury or condition.

What has changed regarding DIC claim eligibility?
The VA has updated qualifying criteria for DIC claims regarding a Veteran's passing. On the VA's website, section v.iii.13.1.e under Mental Disorders now states that mental unsoundness in regards to suicide now qualifies for DIC claim eligibility.
The text states: "Whether a person, at the time of suicide, was so unsound mentally as to not realize the consequences of such an act, or was unable to resist such impulse, is a question to be determined in each individual case, based on all available lay and medical evidence pertaining to the individual’s mental condition at the time."
So, what that means is that each case will be evaluated based on evidence (proof of an underlying psychiatric condition). Compensation in the form of a DIC claim can be given if the Veteran's passing by suicide – and overall mental health condition – was determined to be service-connected.
